Taxes Ministry Hides Data on Tax Collection for February
For the first time since 2009 the Ministry of Taxes concealed information collected tax payments in January and February of this year, indicating a performance of the forecast by 103.2%. Experts attribute this to the failure of predictions for the oil sector. For example, tax payments only by SOCAR decreased for two months at 120 million manat.
In January this year the Ministry of Taxes transferred to the state budget 685.9 million manat. This is 94 million 452.8 thousand manat less than a year earlier. Probably in February the tax office did not reach the level of tax for the same period in 2014.
The Taxes Ministry provided data on tax collection only in the non-oil-gas sector, which accumulated in the state budget 666 million 635.9 thousand manat, which is 7.8% more than the same period last year.
Recall that for the first two months of 2014 the Ministry of Taxes collected to the state budget 1 billion 233,600,000 manat.
The economist Rovshan Agayev told Turan that in the Law of AR "On budget system" there is no requirement for monthly reporting fiscal framework for the implementation of obligations under the budget forecast payments. Also, there is no requirement for detailed monthly reports to ensure revenue and expenditure of the budget of the Ministry of Finance. For example, in the same oil countries like Russia and Kazakhstan, the data on the implementation of the state budget for two months are already made public. In Azerbaijan, these indicators do not exist even for January. This is certainly troublesome for the society, Agayev said.
It should be noted that this year the Ministry of Taxes plan to ensure the state treasury taxes and state fees was approved at the level of 7 billion 112 million manat, which is 10 million manat more than in 2014. ---08D
