Flood victims want to meet with the Minister of Emergency Situations

A group of citizens, 116 people, affected by the Kura flood in 2010, filed a request for a meeting with the Minister for Emergency Situations, Kamaleddin Heydarov. They are suing the Ministry of Emergency Situations in Shirvan Administrative Economic Court.

 
The authors of the letter noted that he had repeatedly appealed to Heydarov, and the relevant authorities about the infringement of their rights, but did not find understanding.
 
The letter notes that, despite the huge sums allocated to eliminate the effects of floods, their requests remain unanswered. "Our houses are not built, are not repaired, and no compensation is issued.  
 
Lawsuits have been artificially delayed by the courts for two years, and recently refused to uphold the plaintiff’s claims.
 
Heydarov recently  had meetings with citizens in Sumgait, Lankaran and in some regions of the country. In this context, the  flood victims  say that  it would be reasonable for the minister to meet with them , because  his ministry is responsible for the elimination of consequences of floods.
 
As a result of flooding in the spring of 2010 on the Kura and Araz rivers, more than 100 hectares of land and more than 20 million homes were flooded. The government allocated 460 million manat for the flood relief.  The works were headed by the Ministry for Emergency Situations (MES).  Public Association, “Kura” Civil Society created to help people, revealed a high degree of corruption, misappropriation of funds, and abuse of officials. Despite appeals to all higher authorities on abuses, no measures were taken.
 
200 families have filed complaints against the MES, of "Irrigation and Water Management," as well as the  regional authorities. At present, 114 complaints are  pending before the court. Two complaints  were sent to the European Court of Human Rights. The rights of all claimants are protected  by the “Kura” headquarters.
 
 Similar situation  is observed  in the work of the MES  for the elimination of the consequences  of the earthquake  in 2012 in Zadatala and Balaken regions. —0—
