Is Hamburg Meeting on Karabakh in Question?
Armenia has not yet confirmed its agreement on the meeting planned in Hamburg next week as part of the OSCE Ministerial Council meeting in the format of 2 + 3 (the Azerbaijani and Armenian Foreign Ministers and the Foreign Ministers of the co-chairs). This was stated by the Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov at the joint press conference with his Turkish counterpart Mevlut Cavusoglu.
"Yesterday I spoke on this subject with the special representative of the OSCE Andrzej Kasprzyk, and he did not give a clear answer (regarding the participation of Armenia)," said Mammadyarov.
According to him, Azerbaijan, for its part, is ready for any contacts with Armenia in any format.
As Mammadyarov said, there is a certain lull in the negotiation process.
"After the meeting in St. Petersburg, we were expecting a certain revival in the negotiation process,” said Mammadyarov.
However, in his opinion, Armenia tries to evade negotiations.
Referring to the tense situation on the contact line of the troops, the minister noted that the main issue is the withdrawal of Armenian troops from the occupied territories.
With regard to the proposals for the expansion of the office of the Personal Representative of the OSCE Chairman Andrzej Kasprzyk, conducting monitoring on the contact line, then, according to Mammadyarov, Azerbaijan agrees to it.
However, he noted, it is not important in resolving the conflict. "The main question is the withdrawal of Armenian troops from the occupied lands," Mammadyarov said.
This position was confirmed by Cavusoglu, who stated the need to intensify the work of the OSCE Minsk Group. -06D--

Armenia is not against the dissolution of the OSCE Minsk Group, but does not consider it appropriate to discuss this issue now. "In the context of peace, we consider it possible to make a decision on the dissolution of the OSCE Minsk Group. The shutdown was caused by a lightning strike, which triggered the plant's safety systems to switch the station to a safe shutdown mode.
