Milli Majlis approves tougher penalties for auto-hooliganism and prostitution
At the plenary session of the Milli Majlis on Friday deputies discussed and adopted the draft amendments to the Code of Administrative Offences.
These changes include increasing fines for avto-hooliganism, high speeding, driving car while intoxicated, etc. According to the amendment, for drunken driving, the penalty is 300 manat or driving ban from six months to one year. For an accident while intoxicated driver license suspension is one year or a fine of 400-500 manat.
When re-arrest drunk, driver license suspension is two years or a fine of 400-500 manat.
If the driver caused damage or minor injury to a third person, the penalty will be 700 manat.
According to the amendment, the driver is obliged to obey the requirements of the police and to be tested for sobriety. If the driver refuses, the driver may be refused of a driver's license for two years or a fine of 200-300 manat, or can be arrested for 15 days.
The amendments also provide for penalties for pedestrians at a rate of 20 to 30 manat for a traffic violation. Driving without a license is punishable by a fine of 500-800 manat. Auto-hooliganism for the amendments provided for deprivation of license for one year.
The amendments also provide for the increase of the fine for prostitution from 40 to 80-100 manat. -04C-

On January 13, the trial in the case of public activist Nijat Ibrahim continued in the Baku Serious Crimes Court under the chairmanship of Judge Aygun Gurbanova. The International Committee of Concerned Scholars (ICS) has appealed to the President of Azerbaijan, Ilham Aliyev, requesting his assistance in securing the release of the arrested researcher, Igbal Abilov. The ICS expressed concern that Abilov's arrest "may be related to his research on ethnic minorities in Azerbaijan, conducted in collaboration with scholars from Armenia."
