Movement for Democracy, Prosperity Urges US Leaders to Repeal Amendment 907 against Azerbaijan
Baku/02.02.21/Turan: The Movement for Democracy and Prosperity (MDP) appealed to the leaders of the United States with a call to cancel the 907th amendment to the Freedom Support Act, which is discriminatory against Azerbaijan.
“In 1992, on the initiative of the Armenian lobby, the US Congress adopted Amendment 907 to the Freedom Support Act, which prohibited direct US state aid to Azerbaijan until 2002. After the events of September 11, 2001, the US Congress authorized the President to suspend the amendment in order to ensure Azerbaijan's support in the fight against international terrorism. For 20 years since then, US presidents have signed a resolution to postpone the 907th amendment annually,” said the MDP leader Gubad Ibadoglu to US President Joe Biden, Senate President Kamala Harris, House Speaker Nancy Pelosi and Secretary of State Anthony Blinken.
According to the document, if the US President considers that the Azerbaijani government has taken “steps to lift the blockade and other use of force against Armenia and Nagorno-Karabakh,” and reports that to Congress, the ban on US assistance to the Azerbaijani government in accordance with one or another law can be lifted.
The amendment also does not apply if the President decides that the imposition of sanctions is not in the national interest of the United States and informs Congress of this.
Ibadooglu informs the addressees of the message that the trilateral agreement following the Second Karabakh War, signed by the heads of state and government of Azerbaijan, Armenia and Russia on November 10, 2020, provides for the opening of all blocked communication and transport lines in the South Caucasus, including Armenia, Nakhchivan and Nagorno-Karabakh.
The trilateral agreement of January 11, 2021 established a commission consisting of the Deputy Prime Ministers of Azerbaijan, Armenia and Russia to implement the agreement to unblock communications. The parties began to develop action plans to open communications and restore transport links. It is planned that this Action Plan will be adopted by March 1.
Thus, unlimited access to all transport and communication lines will be open in the South Caucasus.
In this case, the 907th amendment to the Freedom Support Act loses its significance.
In this regard, Ibadoglu calls on the US President to submit to Congress as soon as possible a bill to repeal Amendment 907 to the Freedom Support Act.
“We are confident that your initiative will serve to strengthen friendly relations between our peoples and create an important legal basis for attracting US government investments in the restoration and reconstruction of the liberated regions of Azerbaijan,” the appeal finally says. –06D-
