PACE Deputies Call on President Ilham Aliyev to Stop Human Rights Violations

Eleven PACE members sent an open letter to the President of Azerbaijan, Ilham Aliyev, expressing concern about human rights violations in Azerbaijan, and in particular the rights of ownership.

The authors say that reports on the human rights situation in Azerbaijan and the seizure of property of entrepreneurs are alarming.

The arrest of the blogger and activist of the youth organization NIDA is criticized along with corruption and nepotism, which create a conflict with the obligations of Azerbaijan on guarantees of fundamental freedoms and rights under the European Convention on Human Rights and the Protocols thereto.

This complicates the situation around Azerbaijan's obligations before CE and jeopardizes cooperation between the Council and the Member States.

Information on forced abortion of the brothers Noureddin and Logman Zulfugarli enterprises, Baki Elektroshtamp and Baki Poladtekma (steel plant), indicates serious problems in Azerbaijan with a government guarantee of private property.

Exhaustion of the mechanisms to repair and protect property rights in the country will encourage victims to seek justice in the European Court of Human Rights.

Many requests to local courts by the Zulfugarli brothers have failed.

The appeal calls for the restoration of the rights of the Zulfugarli brothers, to stop the persecution of young political activists, and to honor commitments made to the CE.

The appeal was signed by deputies from Austria, the Netherlands, Switzerland, Italy, Ireland, Denmark and Sweden, including the Vice-president of PACE, Dutch parliamentarian Tiny Koch. -06D-
