Prosecutor's office does not see violence against observers
Baku/15.02.20/Turan: Violations during the elections related to voting and counting procedures should be considered by higher election commissions - district and CEC. As for the facts of violence at polling stations, they should be investigated by law enforcement agencies. Such an opinion in an interview with Turan was expressed by expert in the field of media law Khalid Agaliyev.
In particular, if acts of violence against voters, observers, members of commissions, including with an advisory vote, occurred at the polling station and these facts became public in the media, the Internet, then the prosecutor's office should investigate them, and if there are signs of a crime, initiate criminal cases .
Even if these facts were not made public, all the same, according to the law, members of election commissions must document cases of violence and send the collected materials to the CEC and law enforcement agencies.
The inaction of law enforcement agencies in connection with numerous cases of physical pressure, and in some cases a frank attempt on the life of observers, is bewildering, the expert continued.
Thus, the most egregious case of pressure on an observer occurred in the 76th Lankaran-Astara District, where a woman with an incomprehensible status, wrestling fell on the floor and began to strangle a commission member with an advisory voice Zhaly Bayramova. The woman with the figure of a fighter did it with such frenzy and cruelty that even three men could not call the victim from the hands of the rapist. As a result, the girl received a concussion and other injuries.
