The report �Corruption in Azerbaijan: last five years� has been published
Baku/27.05.19/Turan: The Open Azerbaijan portal published a report entitled "Corruption in Azerbaijan: the past five years".
The document was prepared by an expert group of lawyers and economists.
The main objectives of the document are to assess the state of corruption in Azerbaijan in 2013-2018 and the fulfillment of government commitments on anti-corruption measures.
The authors of the report believe that, according to international assessments, Azerbaijan is a negative example not only in its region or among oil and gas transit countries, but also throughout the world in terms of corruption.
The study covers the justice system, the social sphere, public procurement and entrepreneurship.
The report reflects the facts of corruption in the forms of bribery, nepotism, illegal remuneration, misappropriation, use of influence, kickbacks, etc.
Corruption in the courts is a factor affecting corruption and lawlessness in other areas.
It contains recommendations to ensure the independence and transparency of both courts and law enforcement agencies and prosecutors.
Experts believe that part of the investigation should be taken from the prosecutor's office and transferred to the police.
Trials should be open. Civil society should ensure control over the justice system.
The process of joining the bar should be simplified and its membership expanded.
Reforms to improve the well-being of the population, reduce poverty, etc. are also recommended.
It is proposed to raise old-age and disability pensions, salaries of education and health workers, create a system of compulsory medical insurance, develop an electronic system of becoming queues at public hospitals, etc.
In addition, it is necessary to change the legislation and ensure that officials declare their wealth, income, and financial condition.
Port "Open Azerbaijan" has been operating since July 2017.
The aim of the project is to professionally inform Internet users about the social and economic problems of corruption, corruption, lack of transparency and accountability and influence on decision-makers in order to eliminate these negative phenomena. -03D06--
