Arif Hajili: "In Azerbaijan, There Should Be No Political Prisoners"
Society needs to get rid of the legacy of totalitarianism, said in an interview to Objective TV co-chairman of the organization "Azerbaijan without political prisoners" Arif Hajili.
This functionary of the party "Musavat" has repeatedly been tried, and held in various detention centers and prisons for a long time.
According to him, the worst conditions are in the prison 14, where there are not acceptable sanitary conditions, and there is even nothing to survive.
The quarries and crushers around permanently produce dust filling into the lungs of prisoners and staff. It is no accident that it was where the majority of political prisoners and prisoners of conscience were sent initially.
Not that bad, but old and without conditions is Prison 16, designed in the Soviet post-war times for 100 young offenders. Today there are between 600 and 700 adults.
Concerning the attitude of the administration, Hajili said that if there is no order from "above" a prisoner is not touched. The attitude to prisoners for "ideological" or political matters is okay. It sounds ironic, but the existence of political prisoners shows a positive impact on the situation in the prisons and on the human factor.
Underworld is aware of what citizens are prosecuted for, and what evidence is in effect.
Today, modern jails with wider and lighter cameras not so densely packed with prisoners are built. There are pros also in prison construction in the areas.
"But it would be better if the situation would not be compared with the times of the Soviet Union, and would be compared with Europe. Prisons there are not to isolate the prisoners, but to provide their moral correction and create opportunities for their return to the family and to society. Our prison system has not enough psychologists, hobby groups, industrial units, sports, cultural and educational events and other things that allow people in prison even feel like a man," he said.
Finding no response in the local courts, political prisoners turn to the European Court of Human Rights and sometimes benefit claims. However, the amount of compensation for the lost years, the moral costs and other inconveniences are extremely small, concluded Hajili. -17D-
