Musabekov: the agreement does not provide for the mechanism of rejection of Karabakh
MP analyst Rasim Musabekov commented on the latest events around the Karabakh settlement in an interview with Turan and "Voice of America". Answering the question on the essence of the new document presented by the Minsk Group Russia, Musabekov said that there is a new proposal, without departing from the "Madrid principles".
Lavrov pointed out that the stumbling block is two issues - the status (of Nagorno-Karabakh) and the withdrawal of Armenian troops from the occupied territories. Intermediaries are busy preparing wordings which satisfy the parties, the MP said. Does the new document provide for the restoration of the territorial integrity of Azerbaijan? Answering this question Musabekov said that any document that does take it into account is unacceptable for Azerbaijan.
In 2011, Azerbaijan rejected Russia's proposal and made 10 amendments. "Now they are partially accepted and Azerbaijan can discuss them. Ilham Aliyev said that there are elements in the latter approach by Russia that suit Azerbaijan." He said that the proposals relate to the referendum time, its shape and participants.
"Azerbaijan demands the discussion of all the issues in the framework of our Constitution, international law," said the deputy. In Baku, Russian Foreign Minister Sergei Lavrov mentioned the possibility of liberation of the occupied territories around Karabakh and simultaneously solve the status, but did not disclose details.
What are they? The deputy said it may be a temporary status, intermediate, or final.
Armenians demand the final status, which actually reflects the mechanism of "rejection" of Nagorno-Karabakh from Azerbaijan. "Azerbaijan will never agree to it.
If Lavrov meant an interim status, then, yes it can be a subject for discussion," he said. Can the deployment of peacekeepers be real? Musabekov said there cannot be a talk about the placement of military bases.
"I believe that Russia will not make such a proposal. With regard to the peacekeepers, if the issue is resolved within the framework of the OSCE, there are quotas established at the Budapest Summit. The contingent of such a state may not exceed 30% of the total number of peacekeepers. With regard to command, it must be assigned by the OSCE and implemented under its flag."
One should not exclude the unilateral settlement by Russia if the parties agree.
"If all the proposals are not accepted, there will not be a settlement, and new large-scale military operations are not excluded," said Musabekov. First of all it is necessary to liberate territories and ensure safety. Other questions can be discussed for a long time. -03В-
