Armenians Preparing for Defense against Growth of Desertion
On April 27, there was a meeting of the Karabakh military council concerning the strengthening of combat duty.
The commander of the Karabakh forces Movses Hakobyan assessed the overall situation and defensive and preventive measures taken recently, Arminfo reported.
Movses Hakobyan noted the role of commanders in the organization of combat duty, urging commanders to organize the defense against the advancing enemy.
Of this report, we can conclude that on the issue of the defense lines in Karabakh the Armenian side has significant flaws and shortcomings. They are taking active steps to address them and to enable reflection of the Azerbaijani forces.
Over the past six months, the Armenian side had about 10 such meetings with the leadership of the Defense Ministry and the General Staff of Armenia to solve these problems.
It is noteworthy that on the same day the Armenian parliament discussed amendments to the law to toughen punishment for evading compulsory military service.
In particular, those who did not pass compulsory military service since the absence and until 27 years of age without grounds for exemption from military service pay a penalty for each missed call - the maximum of 100 thousand drams for each call. Thus, by the age of 27, this would amount to 1.8 million drams (about $ 3.76 thousand).
In 2013, there were 9,183 deviationists in Armenia, in 2014 – 9,918 and in 2015 – 9,860. During the operation of the law the special account of the Ministry of Defense has received about 800 million drams.
In turn, the Armenian opposition criticized the law allowing rich people to pay off from military service.
According to the deputy Naira Zohrabyan, it is no secret that the offspring of high-ranking officials in a timely manner are "evacuated" from the country, and then pay the money and are dismissed from the service and prosecution.
