Authorities Give Way to Protesting IDPs
The Azerbaijani President Ilham Aliyev signed a decree "On Amendments to the Decree of the President of Azerbaijan on January 23, 2017 "On establishing the unified monthly benefit for internally displaced persons and persons equated to them."
According to the order, the state will pay for the utilities for IDPs temporarily stationed in places where installation of meters and their use is impossible (former hostels, spa resorts, motels, etc.) in a centralized manner under the rules that were in effect prior to January 1, 2017. This benefit will apply until these IDPs have been resettled into new settlements.
For these people the monthly allowance will be AZN 20 from February 1, 2017.
Recall that by the decree of January 23 IDPs were abolished privileges on free utilities and set compensation in the amount of AZN 36 per person per month.
This caused a wave of protests among the IDPs in dormitories, which consume large amounts of electricity due to the lack of central heating in winter.
They refused to let the utilities staff to their dorms to install counters. -06D--
