Child adoption will be electronic?
Baku/13.12.18/Turan: The Ministry of Labor and Social Protection of the Population reported on work on creation Subsystems: "Children deprived of parental care and adoption" in the framework of a centralized electronic information system. Estimated time to start the system - July 1, 2019.
The ministry explained that the subsystem would allow keeping electronic records of children deprived of parental care and adopted for adoption, persons wishing to adopt a child.
The system will also be used to provide other adoption services.
The ministry further recalls the December 10 presidential decree "On additional measures to improve management in the field of adoption."
It is worth noting that the presidential decree and the decision of the Ministry of Labor and Social Protection of the Population followed the publication in Turan of the article: "For 10 years, a bribe for adopting a child has doubled" of December 4, 2018.
The article, based on press materials, reported that the amount of bribes for adoption in Azerbaijan is constantly growing along with the rate of manat and inflation. In 2008, Yusif Bekirov, chairman of the League for the Protection of Children, reported about 6-7 thousand dollars in bribes for adoption, bypassing the queue. This year, a child in Azerbaijan "costs" 20 thousand manat - or close to 12 thousand dollars. There is two-fold increase in the amount of bribes over 10 years.
The presidential decree and the ministry"s decision are aimed at eliminating criminal schemes in adoption. However, the use of electronic services in some other ministries demonstrates that the electronicization of services does not always help in the fight against corruption.
As for the statistics, the number of adoptions is growing in Azerbaijan. Thus, in 2017, 877 children were adopted in the country, which is 13.5% more than in 2016, the State Statistics Committee of the Azerbaijan Republic informs.
