F.Aleskerov: Alexander Lapshin is healthy and can leave for Israel at any time
Baku / 12.09.17 / Turan: After the pardonsigned by the Azerbaijani President IlhamAliyev, theblogger Alexander Lapshin is free to choose the place of departure from Azerbaijan, reported the Azerbaijani presidential aide for work with law enforcement agencies FuadAleskerov in an interview with AZERTAGE.
According to him, two legal procedures were in parallel regarding Lapshin - the issue of his transfer to Israel, of which he is a citizen, to serve his sentence and the issue of his pardon. "Taking into account Lapshin's confession that he sincerely repents of his crime and statements that he recognizes the territorial integrity of Azerbaijan, made by him during the trial and in the appeals to the President of Azerbaijan, and also taking into account his marital status, especially the presence of his young child, Mr. President thought it possible to pardon him, and in this connection he signed an appropriate order,"Aleskerov said.He clarified also in connection with reports that Lapshin would be extradited or transferred to another country.
Since Alexander Lapshin was pardoned, the issue of his transfer to another country was removed from the agenda. According to international conventions, the purpose of transferring a convicted person to another country is to ensure that the person is serving a sentence in the country of which he is a citizen."After pardon Alexander Lapshin was released from the unserved part of the punishment and can absolutely freely determine where he should go," Aleskerov said.
According to him, Lapshin wants to go to Israel, whose citizen he is. "He is healthy, he does not have any health problems, and at any time, when he wants, he can go to Israel," Aleskerov said.He called the of pardon Lapshin another act of humanism by the leadership of Azerbaijan.
Since 2003 to the present, 5 acts of amnesty were adopted, which covered about 54.000 people. During the same period, the President of the Republic of Azerbaijan signed 31 orders for pardon, which were applied against more than 3,800 convicts, Aleskerov said.
In his turn, Lapshin's lawyer Eduard Chernin told Turan that the blogger is currently in the Central Clinical Hospital and his state of health is normal and for his departure all documents are ready.In his departure from Azerbaijan, there was a delay in connection with the desire of his mother Bella Lapshina, to come to him so that they left the country together.In this connection, Lapshin's departure is postponed for 1-2 days.
Earlier, Ali Hasanov, another presidential aide on public political issues, said that after pardoning Lapshin, the Ministry of Foreign Affairs of Azerbaijan and the Israeli embassies are engaged in issues of his "extradition". -06D--
