General Director ITV receives new powers
On June 29 the Milli Majlis made changes to the law of Azerbaijan Republic "On public television and radio."
According to Chairman of the Committee on Culture, Nizami Jafarov, it is time to remove from the TV foreign series and replace them with "the world's best examples of feature films, documentaries and animated films"; and the translation into Azerbaijani language, or the presence of subtitles in the Azerbaijani language is necessary (Article 13.5).
Changes touched on the Articles 4. From now Public TV has the right of ownership of television and radio for public service broadcasting. Thus, under the Article 4.5, the property of ITV may be sold to update.
The new version of Article 8 requires the removal of the editors from the control of the Certification Commission. Now their appointment is a prerogative of the Director General of ITV.
Powers of the Broadcasting Council to determine the quality standards of technical equipment and broadcasting, as well as real the sale of estate is also transferred to the General Director.
An interesting change was made to Article 23. Now, along with the monthly fee (the only legal source of funding for ITV), the source of funding of ITV is announced a state budget.
That is, the ITV will continue to be funded and controlled by the political leadership of the country, and not by the public. -17В-
