Limiting the term of the general warrant - evil or good?

 

Cabinet of Ministers of Azerbaijan Republic  on changes  to the "Instruction on the rules of notary acts in the Republic of Azerbaijan" which has been in force since September 11, 2000.

    According to changes, previously the Article 75 of the law provided for long-term general warrant (including date and notarization of up to 30 years) for the right to use  car, but now the term  of once warrant is limited to a one year. The new rule will come into force on October 1 this year.

   General warrant gives the right to sell a car, its registration, and even a change in technical parameters. In this regard, experts believe this change is yet another tool for corrupt officials. In this case, the state treasury is not filled up, they say.

    However, in the State traffic police does not agree with that. Thus, according to Kamran Aliyev, chief of traffic police, the changes  concern only a long-term general warrant. Currently, buyers and sellers of cars do not pay taxes. Now they will have an incentive to register purchase-sale, he  said commenting on the meaning of change.

    It will be easier to keep track of personal vehicles and to solve other problems, Aliyev said. -17D-
