“The impact of bank lending on investment has declined significantly since the 2015 recession. This is the dynamics of current activities. Business loans are granted under very limited conditions, and people use their loans little,” Ibrahimli said.
It is necessary to ensure freedom of business people from credit resources. Only under such conditions is it possible to increase bank loans.
According to the State Statistics Committee, in January-November 2019, 12,786.9 million manats was directed to the development of the country's economic and social sectors. 65.7% of the total investment was directed to the production of goods, 24.9% - to goods, and 9.4% - to housing.
Domestic capital investments accounted for 70.5% of the total investment.
Musavat.com published an article on the budgetary powers of parliament. The expert Rovshan Agayev considers it important that the capital budget be adopted in 2021.
“The current budget legislation should be reformed. One of the main areas of reform should be maximizing the budgetary powers of the parliament and limiting the powers of the executive,” Agayev said.
According to the expert, the budget debate should be increased by at least 15 days, and a separate budget discussion procedure should be established.
