New Wave of Legal Restrictions in Religious Sphere
Azerbaijani Parliament in the coming days is to consider a package of amendments to the legislation that would tighten questions of religious life, and increase penalties for terrorist and extremist activity.
Yesterday the draft amendments were approved by the parliamentary committee on legal policy and state building issues.
Thus, article 18 of the Citizenship Law introduces amendments to the deprivation of citizenship
For involvement in terrorist activities and actions aimed at violent change of the constitutional system of Azerbaijan.
The same punishment is provided for religious extremism or military training abroad under the guise of religious education, participation in religious conflicts abroad, and involvement of others.
In addition, proposed is a new article of the Criminal Code - 168-1.2 by which foreigners and stateless persons will be put in prison for maintenance of religious propaganda (up to 2 years).
In the case of these acts repeatedly or on preliminary arrangement by group of persons, the penalty will increase (up to 5 years).
In addition, proposed are amendments to the law "On freedom of religion", suggesting that Muslim religious rites may only be conducted by citizens of Azerbaijan who have received education in the country. For those receiving religious education abroad, the ceremony will be banned.
For the violation there is a fine of 1,000 to 5,000 manat, or imprisonment for up to 1 year.
According to another amendment, religious paraphernalia demonstrations are banned outside places of worship, in public places. Attributes, including religious flags may be displayed in places of worship, religious centers and institutions.
Finally, the Code of Administrative Violations amended the responsibility of parents if their children will not attend school. So, for absenteeism for more than one week during the month there will be a fine of 100 manat.

Last night, three earthquakes occurred along the Armenia-Azerbaijan border with magnitudes of 4.8, 3.0, and 3.8, according to the Republican Center for Seismological Service of the National Academy of Sciences of Azerbaijan. The Ministry of Emergency Situations reported no information about any destruction or casualties as a result of the earthquakes.
