In the first half of 2016 the budget deficit in relation to GDP amounted to 2%. At the same time there are no alternative sources from which it would be possible to cover the budget deficit.

The newspaper Bizim Yol focuses on disruptions to water supply in Baku, despite the huge investment in this area. So, just for the construction of the Samur-Absheron channel, which includes a water reservoir Tahtakorpu, the Oil Fund allocated 1.3 billion AZN. The construction is still ongoing. Another 780 million AZN was spent on the construction of the Oguz-Gabala-Baku water pipeline. Then it was stated that 85% of Baku residents will be provided with drinking water continuously. But it did not happen and Bakuvians still get water in a limited way at certain hours. Moreover, the drainage system along the water pipeline is broken, which, on the one hand led to the bogging of the lands, and on the other - to the drying up of the walnut orchards.
