Witnesses question the official version of the arrest of Mirabad Rzayev
Witnesses question the statement by the General Prosecutor Office on the validity of the arrest of Mirabad Rzayev and his son Mirsaleh, of the village of Novruzlu in Saatli region.
According to official information, Mirabad Rzayev attacked the head of the executive power of the region Siragaddin Cabarov, and tore his jacket. Rzayev was arrested, and a lawsuit was filed against him under the Article 315.1 (use of force against a government official), and his son was arrested for 10 days for disorderly conduct.
However, witnesses say that the meeting of the affected by flood 2010 with the leadership of the district took place on that day.
Mirsaleh Rzayev took the floor and expressed his dissatisfaction with the head of the executive power of the region that the houses are not built for the affected people; people do not have a job, although the government promised to help. In response Cabarov instructed the police to arrest the complainant. Father wanted to protect his son.
After the meeting, father and son Rzayev were invited to the reception of the assembly hall, where they were arrested. The participants did not see what happened in that room. Siragaddin Cabarov and his staff are known by their brutality and assault. One of such cases occurred on September 1, 2010, when he and his two deputies, Rahib Salahov and Aga Assadov beat several members of the village Dallyar who arrived to the executive power to complain.
The beating occurred in the presence of hundreds of people in front of the executive power. Especially badly was beaten the head of the village community, Lazym Umudov. He and four other people were arrested on the order by Cabarov, but on the same day they were released after intervention of the presidential administration.
Cabarov was called back to Baku, and next day his deputies came to the village and apologized to residents for the insult. The headquarters of the “Kura” civil society, which deals with the problems of floods, noted other incidents in Saatli region.—0—
