Forecast oil price to be reduced almost as twice during revision of the Azerbaijan state budget for 2016
Azerbaijan Finance Ministry offers to make oil price at $25.00 per barrel as the base price during revision of the state budget of Azerbaijan for fiscal year 2016, Finance Minister Samir Sharifov told journalists yesterday.
“We offer to use $25.00 per barrel as the base price of the budget. We will also have to make changes in the budgetary costs and revenues. In particular, it is important to increase pensions, salaries, welfare payments and etc.,” said Minister.
Yesterday Elman Rustamov, chairman of the Central Bank of Azerbaijan (CBA), said that during revision of the state budget the average export price of Azerbaijani oil will be no more than $30.00 per barrel.
On December 7, 2015 Azerbaijani President Ilham Aliyev signed the state budget for fiscal year 2016, which was based on the average annual oil price of $50.00 per barrel.—0—

Azerbaijan’s economy, which is heavily dependent on oil revenues, faces a stark warning in the 2021 report by Carbon Tracker titled “Beyond the Oil States: The Urgent Need to Reduce Dependence on Oil in the Context of the Energy Transition.” The report ranks Azerbaijan among the most vulnerable oil-dependent countries, placing it in the "5th group" — a category reserved for nations expected to experience a decline in oil and gas revenues exceeding 40% over the next decade. This group includes Angola, Bahrain, Timor-Leste, Equatorial Guinea, Oman, and South Sudan, highlighting shared economic risks for these states.

In Azerbaijan, the government has increasingly relied on tax exemptions for imported goods as a tool to stabilize domestic market prices. The exemption from the 18% VAT on wheat imports, extended this year, exemplifies this approach. New measures have also been introduced, including tax relief on imports of electric vehicle chargers, while exemptions for high-cost medications are currently under discussion. Notably, defense imports continue to be free from taxes and customs duties.
