Officials should promote food security, and not ensure it

Steadily rising are even the official data on food imports to Azerbaijan. Temporary exception is 2012, when compared to the year 2011 was recorded symbolic decline (1.62 %).

Commenting for Turan the problem of rising food imports , founder of the Center for Economic Research Gubad Ibadoglu noted that the President approved the 2008 State Program "On ensuring safe food products to the population in 2015 " because of stalled formal execution. Led initiatives should not stand officials and peasants interested in qualitative production, storage and timely delivery of products. In addition, the program is not effective because of the huge difference between procurement and retail prices , and also because of unaccounted for customs import flow . Doctor of Economics believes that for effective substitution (with few exceptions) of imported food production is necessary to prepare a comprehensive program target. First, we must improve the acreage and all the soil suitable for tillage and pasture, to establish an effective irrigation system , as well as learn from foreign experience of intensive agriculture and livestock . Given the potential (the proportion of food imports in foreign trade is still only 14% ), the government needs to maintain a balance to introduce a system of decentralized management of agriculture. That is, take away the ministries of agriculture, as well as the economy and industry of the features of Soviet rule . It is no secret that the welfare is still recommended and monitored by "senior party comrades ", although the problems are best seen on the ground.
