Shoe Covers More Expensive Than Shoes
Baku / 19.02.18 / Turan: To purchase disposable shoe covers and gloves, as well as dance suits, the administration of preschool educational enterprises and children's homes in Baku will spend 859.8 thousand manat ($ 505.7 thousand) from the state budget this year. At the same time, according to the results of the tender, about twice as much money was allocated to finance the purchase of disposable boots and gloves, than in 2017.
According to the state register of public procurement, in these tenders the winners were three companies that were established at the time of their announcement on January 15 this year. None of these companies are producers for this reason, of course. This fact was confirmed by the coordinator of the tender commission of the administration Kamran Asadov.
The contract for the amount of AZN 199 850 ($ 117.5 thousand) for the purchase of shoe covers was awarded to Alzeza LLC (TIN 1305348961) on February 28. On the same day, an agreement was concluded with Kaiser LLC (TIN 1305349341) for the supply of disposable gloves used in the kitchen. The cost of this agreement is 119,490 manat ($ 70.3 thousand). Ocaqverdi XM LLC will supply dance suits for a total of over 540 thousand manat ($ 318 thousand).
In the Office of Preschool Educational Enterprises and Orphanages (OPEEO) of the city of Baku Turan was refused to disclose information on the number of purchased goods. This is contrary to the law, according to which the procuring entity is required to disclose all the necessary indicators for the goods (works and services) to be procured.
In 2017, OPEEO twice bought shoe covers, and in both cases, the suppliers were individuals. The total cost of these purchases was 116,400 manat. Disposable gloves worth 49.6 thousand manat were supplied by Can Bebe (INN 1002635101) last year. 08B--

Azerbaijan’s economy, which is heavily dependent on oil revenues, faces a stark warning in the 2021 report by Carbon Tracker titled “Beyond the Oil States: The Urgent Need to Reduce Dependence on Oil in the Context of the Energy Transition.” The report ranks Azerbaijan among the most vulnerable oil-dependent countries, placing it in the "5th group" — a category reserved for nations expected to experience a decline in oil and gas revenues exceeding 40% over the next decade. This group includes Angola, Bahrain, Timor-Leste, Equatorial Guinea, Oman, and South Sudan, highlighting shared economic risks for these states.

In Azerbaijan, the government has increasingly relied on tax exemptions for imported goods as a tool to stabilize domestic market prices. The exemption from the 18% VAT on wheat imports, extended this year, exemplifies this approach. New measures have also been introduced, including tax relief on imports of electric vehicle chargers, while exemptions for high-cost medications are currently under discussion. Notably, defense imports continue to be free from taxes and customs duties.
