Tender of State Committee for Urban Planning and Architecture Won by Entity Dependent on SCUPA
The State Committee for Urban Planning and Architecture (SCUPA) has concluded an agreement with the Research Institute of Construction and Architecture on the development of normative documents regulating rules of urban planning and construction. However, the very participation of this research institute contradicted the legislation.
According to Article 31.1 (a conflict of interest in public procurement) of the law of Azerbaijan on Public Procurements, participation of organizations dependent on the procurement organization in legal, financial or organizational issues is not allowed. The Research Institute of Construction and Architecture is subordinated to SCUPA. Besides it, subject to the State Committee are the scientific research institutes Azermemarlayihe and Bakglavproekt.
The Director of the Research Institute of Construction and Architecture Abdy Garayev said in an interview with Turan that the tender to develop the normative documents also involved other research institutions. Preference was given to his institution. ‘Our Research Institute has highly qualified personnel who specialize in this area. In addition, we previously had experience of cooperation with SCUPA. At their request we developed 14 project documents, of which 8 are in force,’ Garayev said.
Note that the value of the contract concluded between SCUPA and the Research Institute of Construction and Architecture on August 25 is 114.5 thousand manats.
According to Garayev, prior to 2018 three project documents will be developed on measures against landslides in landslide areas and the design and operation of warehouses. ----08B
