The Cabinet approved on November 18, " Guidelines for reporting the use of creative youth in state-owned creative workshops and exhibition halls ." The document was published on the government website only yesterday.
According to the document , in case of need , the Ministry of Youth and Sports (MYS) will give the State Committee on Property Issues (SCPI) a list of creative workshops and exhibition halls to transfer them to use creative youth. The list of young talent is to be produced by a special commission consisting of 5 persons , who represent the MYS, the Ministry of Culture and Tourism , creative associations ( unions of artists and architects ). The commission's work is carried out in a transparent manner .
Transfer of creative workshops and exhibition halls is based on the rental agreement between the user and SCPI. Utilities are to be paid by the tenant in compliance with rates for certain categories of consumer groups 'population' .
In November 2007, the Cabinet approved a minimum of rents for the lease of state property (except a residential area). Creative workshops and exhibition halls for young talents also included in this list . In Baku, for example , the minimum rent creative workshops and exhibition halls will be 1.2 manats per sq m per year . Thus, depending on the zone location, this rate may rise by 3.5 times. - 08D -
