Why have rewards been declared on sanctions� eve?

Discussions are underway in Turkey over $12 mln worth reward for capture of leaders of the terrorist organization PKK. The most fervent advocate of the current authorities and leader of the Party of Nationalistic Movement, Devlet Bahcali openly charged Americans with aiding and abetting terrorists as saying that "the United States is well aware of whereabouts and coorinates of all three terrorists. If they wanna, the criminals will be found where they have been left before."

Bahceli claims that the United States "is seeking to attack РКК and thus strengthen PYD". This stand is prevalent in the political circles of Turkey following Washington"s decision on the matter. In so doing, they take into no account a specific information about the current whereabouts of the three terrorists who are wanted for large sum reward.

A closer look at the issue reveals that the point is about a complex strategic game. Suffice it to pay heed to regular news that Murat Karayilan whose head is estimated at $5 mln regularly attends Iran and returns to Kandil in a while.

It is said that before adoption of the well-known US decision Karayilan visited Iran again. Does Devlet Bahceli mean this as saying that "the criminals will be found where they have been left before"? We do not know about it though it may be supposed that the United States knew about Karayilan"s regular visits to Iran, especially as Washington disposes of technical and reconnaissance means to inquiry into the matter. Hence, it is this circumstance, among other reasons, that accounts for the mentioned reward on three leaders of the terrorist organization, on the eve of Iranian sanctions.

Why does Teheran allow the Kandil-entrenched leader of the terrorist organization PJAK (PKK" Iranian analogue) against whom Iran has for many years been waging an inexpiable war, to unimpededly visit its territory and then come back?

If we consider a chronology of PKK" being used to advantage by various countries, it may be supposed that Russia is one of the most active actors interested in Karayilan"s regular visits to Iran. It is anything but a secret that Kremlin as an offstage creator of the PKK terrorist organization has always kept this key factor in store even in spite of the fact that the western countries were laying claims to PKK in mid-1990 for its subsequent use against Turkey.

News from the region say that for some time past the provision of this organization woth weapons and ammunition tends to intensifyhas been intensified. In other words, Karayilan- and two other leaders-related reward is accounted for not only by PYD/YPG in Syria but Russia"s active involvement in the process as well.

Kremlin is well aware of the fasct that sanctions against Iran is sure to weaken Russia"s crucial ally in the region, and even more, decline Iran from Syrian developments.

It must be said that ally"s oustingfrom Syria will result in strengthening of Turkey"s position in this country, so the parties concerned are intetrested in triggering PKK factor in the region. It is immaterial for terrorist organizations who trifles with them; however, it is regretfuul that Kurds of the region have for 100 years been instrumental in implementing plans remaining substantially invariable.

A voluntary support of Karayilan by Iran is improbable, especially after the sanctions have been imposed.

There is no question about involvement of a strong actor in the said situation, and therefore Washington declared a large reward on terrorists" head.
