Adopted amnesty will not affect the political prisoners
Azerbaijani Parliament today adopted the Act amnesty timed to the Day of the Republic on 28 May.
The amnesty will cover 10 thousand convicts, of whom 3,500 will be released from prison. The document was submitted to Parliament on behalf of Mehriban Aliyeva.
It should be noted that the amnesty will cover those convicted of crimes that do not pose great danger to society. Also under the amnesty covered those serving sentences in open prisons.
Amnesty also serving a disciplinary punishment in the military units, which remained until the end of at least 1 year.
Under the amnesty fall and sentenced to correctional and public works, to limit to occupy certain positions, sentenced to fines less than 2 thousand. Manats or the unpaid portion of a fine of not more than the specified amount.
The amnesty covered a woman convicted of less serious crimes, the age of 18 at the time of committing the crime, men who have reached 60 years of age, people with disabilities I, II and III groups, men who have the care of a minor child or having a child I or II disability groups.
The amnesty also applies to participants in the Second World War and home front workers who performed their international duty in the Armed Forces of the former Soviet Union, have been subjected to repression in the Soviet period, the liquidators of the Chernobyl accident.
Amnesty affects persons deported from the Armenian SSR in 1948-1953 and 1988, forcibly evicted during the Armenian occupation in 1988-1993, the participants of the Karabakh war and the close relatives of those killed in the course of these battles.
In addition, amnestied injured during the tragedy on 20 January 1990, or their close relatives, as well as persons who became disabled during Khojali genocide or their close relatives.
Grant amnesty to persons who have not deserved part of punishment for which does not exceed 6 months.
However, in the act, there are restrictions: the amnesty does not apply to convicted
for less serious crimes (except for women), serious and very serious crimes.
Amnesty Act will enter into force on 15 June and will be implemented within 4 years.
According to estimates of human rights activists, Amnesty hardly affect political prisoners.
This is the fourth amnesty decision in 2007 on the initiative of Mehriban Aliyeva.
