The events show the superficial attitude of the head of the Baku Executive Power Eldar Azizov to the winter needs of the townspeople. Central heating in some places of Baku (Narimanov avenue. 5, etc.) works poorly due to insufficient use of existing capacities. As if the heaters were instructed to save gas so as not to be in debt to fuel suppliers as in previous years. Baku residents are forced to heat their apartments with electrical appliances, loading electrical wiring and creating a fire hazard. There is not enough snow removal equipment, or the report on its readiness did not reflect the reality.

The official website of the Executive Office of Baku does not mention the city's care for people freezing on the streets, the latest information from February 19 of this year is devoted to the purchase of garbage trucks. The information from 2012 said the Executive Power of Baku possesses 40 units of snow removal equipment. Consequently, in 9 years, 10 cars have been added to them, which, as it turns out, is not enough for a city with three million inhabitants.
