Georgia and Azerbaijan help Damascus?

Curiously, Azerbaijan in this case allows itself to be used for the purpose of Russia, which is banned by the "big brother" - Turkey. We wonder whether the issue was raised by the Turkish authorities in their negotiations with Azerbaijan.
