One more NGO states the elections are undemocratic

Public Association "Learning Democracy" issued a preliminary report on the results of the presidential election on October 9. Sixty observers of the Association monitored 300 polling stations  on 30 constituencies.

The legal and political situation before elections have caused a serious problem to the fair and free elections. There was no improved electoral laws, political freedoms were restricted,  and people were persecuted for political motives. 

The electoral commissions were not professional, and were under the control of the executive authorities, and expressed the interests of the authorities.

Unknown persons threw bundles of bulletins in the ballot box, and committee members watched indifferently.

In 13% polling stations where monitoring was conducted, ballots were not counted; in the 47% - voters vote without identification, without marking ink, as well as in violating the secrecy of the vote.

In 27% of polling stations bundles of bulletins were put into ballot boxes, in 21 % - the voters voted repeatedly; in  17% - one voter was given several ballots.

In 31% of polling stations, voters were delivered to polling stations by buses, in 28 % - were "carousel".   Voter activity did not exceed 25%.

In the three polling stations observers were subject to pressure, and in  eight polling stations observers were able to take part in the vote counting process.

In 75 %  polling stations the  copies of the minutes were not presented  to observers. The candidates  from government actively used  administrative resources. The atmosphere of fear did not allow the voters to fully express  their will.

The authors  concluded that the elections were not free and fair.

Public Association "Learning Democracy" was registered  on  March 15, 2006. The Association monitored the municipal elections in 2009, in 2010 parliamentary elections, and  in  2011 – municipal elections. -05D04-
