Will extended Magnitsky Act be adopted for Azerbaijan?
Republican Senator John McCain and his Democratic colleague Ben Cardin proposed broadening the effect of "Magnitsky Act" to the whole world . This is stated in a statement posted on the official website of the Democrat.
This bill provides the tools to deter future abuses around the world , as well as suppressing the opportunity to launder illicit proceeds . In particular, specific persons are denied entry into the United States, and their funds are frozen in U.S. banks .
"The USA must maintain leadership in the fight against corruption and human rights violations wherever they occur ," said Ben Cardin. He noted that gross human rights violations are committed in the world - from Zimbabwe to Ukraine , from Honduras to Papua - New Guinea, and the perpetrators should not escape liability .
" Magnitsky Act " is a law passed in the U.S. in 2012, introducing personal sanctions against a number of perpetrators of human rights violations. It was adopted after the lawyer of the Hermitage Capital Sergei Magnitsky died during the investigation in the Moscow jail "Sailor's Silence" . Now the American version of the list consists of 18 people who are denied entry to the United States and in relation to which there are restrictions on financial transactions in U.S. banks .

If the McCain - Cardin proposal is accepted, it is quite possible that the judges and prosecutors who imprison innocent people, as well as police, crippling civil activists, will fall into these lists .
The adoption of such a document would be an important psychological factor . So, now Azerbaijani officials believe that Ilham Aliyev will protect them from any punishment. And the President himself has publicly said many times he will not allow the punishment of police and other security forces, although international organizations urge him to do that.
Therefore , the adoption of such a law would show that Ilham Aliyev is not omnipotent and judges, prosecutors and police that imprison innocent people will suffer punishment for it . -02D-
