Azay Guliyev on the development of civil society
As of July, 2,800 NGOs were registered in Azerbaijan. The head of the NGOs State Support Council, Azay Guliyev, gave this information during an interview with Obyektiv.tv.
According to him, the process of state registration does not stop now, and currently there are dozens of NGOs in front of the Ministry of Justice. Guliyev noted that NGOs can operate in Azerbaijan without registration, and the law does not prohibit the operation of such associations. So, at least 40 NGOs function in Azerbaijan without a valid registration. However there is pressure on them.
Referring to international NGOs, Guliyev said that more than 190 international humanitarian organizations function in Azerbaijan. At the same time, he praised the support of civil society institutions in Azerbaijan by international institutions. "Without support of foreign companies in the 1990s, the NGO sector in Azerbaijan would not be so developed," he said.
Guliyev confirmed that at international conferences, the heads of NGOs of the Nagorno-Karabakh region appealed to representatives of the NGO State Support Council under the President of Azerbaijan with a request for grants.
"We are prepared, in accordance with the laws of Azerbaijan, to support NGOs, founded by all Azerbaijani citizens, regardless of nationality," he said.
However, Guliyev did not give the names of the leaders of NGOs that appealed to the Board. "We can not mention the names because of security. Even after their financing, we will not disclose their names," said Guliyev.
Guliyev also said that over the last five years, approximately 50 NGOs received grants for projects in the field of democracy, human rights and elections in the line of NGOs State Support Council.—03B06-
