The state agencies open sites for reporting
Monitoring of official information resources of state structures indicates a very low degree of availability, said Osman Gunduz, President of Multimedia Center, in an interview with the virtual channel “Objective TV” (obyektiv.tv) The next semi-annual review of the 64 sites, conducted by this public organization, showed that according to the 100-point scale, the average degree of openness to the community is 33.5%. Last year the situation was worse, 27%.
According to him, 71% of the openness of the site of the Ministry of Taxes is not surprising, because international organizations are interested in the degree of transparency in business. In other government and public agencies the situation is bad - the Cabinet of Ministers and the Ministry of Defense are available to potential users by 6-7%, the Administration of the President, Parliament, the Supreme and Constitutional courts – by 30%.
The idea is that local executive branches should be most open to the public, because most of the everyday problems are solved in their subdivisions. However, monitoring showed that in the most transparent Binagadi district of the capital, like in the executive power of Baku, the degree of accessibility to the official virtual resource is 21%, and in the nearby Absheron region it is 1.5%.
The situation in the regions of the country is better, in the most advanced Executive Power of Sheki region; the resource has been loaded by 34%.
Positive role in improving the situation played a presidential decree of 23 May this year, on accelerate of the formation of state structures of their electronic resources within the "e-government" project. The situation with information transparency of state agencies of Azerbaijan is still far from standards of the law "On freedom of information." This is an indication that the political will of the head of state for officials means more than the legal requirements.
“State agencies often provide a nominal electronic services, the consumer can go to their websites, but can not use them,” says Gunduz.
According to his observations, the integration of these portals into a single information network of state and government structures is weak- only 16 organizations have integrated.--17D--
