Can the Chechen native be deported to Russia?
Baku / 16.02.18 / Turan: The fate of the Chechen native Sayyid Hussein Takaev, who served a 13-year prison sentence in Azerbaijan on charges of having links to the international terrorist network, remains unclear. His relatives told the Russian media that Takaev had served his sentence and in early February was transferred to a deportation prison. Takaev, the father of four children, had the status of a political refugee granted to official Baku, but then this status was revoked.
In the Azerbaijani representation of the Office of the United Nations High Commissioner for Refugees refused to comment on Turan's request whether Takaev had refugee status and was he revoked?
In the Migration Service of Azerbaijan, Turan inquired about the fate of Takaev, the number of Chechens who arrived from Russia and received refugee status was answered as follows: "UNHCR is not in a position to comment on individual cases, including for reason of confidentiality and data protection. Our offices remain accessible to all wishing to discuss particular concerns, but we do not reveal such contacts as a matter of principle. We can neither confirm nor deny that UNHCR has been contacted," the reply says. Statistics of foreigners are conducted not by nationality, but by citizenship of the country."
It should be noted that under the laws of Azerbaijan, an alien upon the completion of criminal punishment is subject to deportation to a country of which he is a citizen, if he does not have refugee status.
During the Chechen war of 1994-96, thousands of Chechens arrived in Azerbaijan. However, over the past decade, some of them were extradited to the Russian authorities, and about 20 people mysteriously disappeared. Subsequently, they were found dead in Chechnya. Therefore, many Chechens moved to European countries.
In July 2005, the Azerbaijani Ministry of National Security announced the completion of the trial of a group of foreign citizens who planned terrorist acts in Azerbaijan. According to the investigation, the group followed the instructions of the coordinator of the international terrorist organization Al-Qaeda in the Caucasus Abu Khafis.
