Expertise of human rights activist Amiraslanov is delayed illegally
On Saturday, after the written request of the Staff of civil society "Kura" to the Ombudswoman Elmira Suleymanova regarding the health of Ilham Amiraslanov, a human rights activist, who is in the Baku pre-trial prison, an expert accompanied by Vusal Salekhov, an investigator of the Chief Directorate for Combating organized crime, visited him in the second half of the day.
The letter asked the Ombudsman to promote for medical examination of Amiraslanov.
According to Turan, there was a formal medical examination of Amiraslanov. The medical examiner refused to examine the ear and other places on the body, of which Amiraslanov complained.
The examination was conducted in violation of the law, without participation of a lawyer Samir Isayev. The lawyer told Turan that he was not notified of the ongoing examination. He also said that the presence of investigator and the expert's failure to examine Amiraslanov carefully was a violation.
Isaev will appeal against the prosecution and examination, whose approach to the matter was so formal.
In a letter to the Ombudswoman, sent by a staff member of "Kura", the Director of the Turan news agency, Mehman Aliyev, said that on June 9 during detention, Ilham Amiraslanov was injured by police, and was subjected to physical violence. However, so far, no medical examination was carried out.
Amiraslanov complained of the damaged eardrum and ribs. According to the lawyer Samir Isayev, there are traces of the blows in Amiraslanov’s back. The headquarters “Kura” appealed to the Chief Directorate of the Ministry of Justice, with request to make a medical examination. Amiraslanov also sent appeal with request on examination to the General Prosecutor Office, but the answer has not come yet.
Only on June 25 a physician of the pre-trial jail , who visited Amiraslanov, stressed that he needs serious regular treatment, but the doctor himself did not take anything serious measures.
Ilham Amiraslanov is actively engaged in protecting the rights of citizens affected by flooding in May 2010. On July 4 this year, he participated in a meeting of complainants with the Minister of Emergency Situations, Kamaladdin Heydarov, who arrived in Sabirabad. Four days after the meeting with the Minister, Amiraslanov was arrested on charges of weapons possession. In a letter to Attorney General, Amiraslanov wrote that the gun was planted to him.
