The Coordinator of Staff of the Civil Society Kura Oktay Gyulalyev sent a letter to Interior Minister Ramil Usubov with a call to prosecute the Deputy Chief of Police in Sabirabad Rauf Medjidov for false reports to the leadership of the Interior Ministry.
The reason for such a statement was a letter dated July 23 from Medjidov to the deputy head of the Public Security Department of the Ministry Beylar Abbasov, where he tries to mislead him on the activities of Kura and its coordinator Ogtay Gyulalyev and the activist Mehman Aliyev.
Thus, Majidov says that January 7, 2012 Gyulalyev and Aliyev arrived in Sabirabad and misinformed villagers in Gasymbeyli, Askerbeyli and Muradbeyli on additional state aid, and expressed the need for the picket. The same day, they were both invited to the district police department, and preventive conversation was carried out.
Further, the police chief says that on January 28 Gyulalyev and Aliyev arrived in the Sabirabad district, where they tried to organize a protest, but the attempt was averted.
At a meeting with the chief executive Nazim Ismailov, Gyulalyev and Aliyev did not refer to facts of illegal actions of the authorities, but as representatives of NGOs desired to meet with local residents, approves Majidov.
Then the policeman’s fantasies take ethnic character and he argues that during the meeting of the flood-affected people in the Nurgun celebration house on February 28 Aliyev and Gyulalyev accused the authorities of the citizens’ suffering, and stated that the flood was done deliberately. They also tried to mislead the people, saying that the Kura villages will be moved from here and instead they will lodge Kurdish families.
A special place in the report belongs to Gyulalyev’s arrest in the village Minbashi on April 8, where he allegedly tried to organize a mass anti-government campaign.
In his letter to the Interior Minister Gyulalyev reported that on January 7 in Sabirabad in the recreation center Shaam he was scheduled to meet with residents affected by flooding from a number of areas. They contracted to lease the center, but a few hours before the event the owner of the center refused to provide the office, citing the pressure from local authorities. Attempts to meet in other areas were stopped by the police.
As for the conversation at the police, it was not preventive. The chiefs justified it, saying that they were acting on the orders of the district leadership.
The visit of Gyulalyev and Aliyev to Sabirabad on January 28 and their meeting with the chief executive Nazim Ismaylov was a consequence of Medjidov’s dream or phobia, or it certainly leads to confusion of the bosses. Thus, neither Aliyev nor Gyulalyev visited Sabirabad on January 28, and Aliyev met with Ismaylov only once - on April 12.
The next episode of the ethnic coloration of the Medjidov report regards the joint meeting of representatives of MOE, local authorities and members of Kura on February 28 in the celebration house Nurgyun. The meeting was held in a tense situation because of the strong popular discontent with the actions of the authorities to address the consequences of flooding, but it was held in a constructive atmosphere. No statements were made by members of Kura that local people will be resettled, and the liberated territories will be settled by Kurdish families. This is slander by Medjidov. Finally, with regard to arrest of Gyulalyev on April 8 and prosecution against him, all this was inspired by local officials, such as Rauf Medjidov. And there is evidence of this.
However frustrating is that after the false letter from Lieutenant-Colonel Medjidov, on July 30, the head of the Investigation and Study Department of the Interior Ministry, Major-General Sarwar Mehraliev notified Gyulalyev that his arrest on April 8 was reasonable and the facts of physical violence against him were not confirmed.
In his letter Gyulalyev recalls that the transfer of the consideration of his letter to the police department of Sabirabad is against the law "On the rules of consideration of citizens’ appeals." Article 7 of the law prohibits the transfer of complaints to the officials and agencies, whose illegal actions a citizen complains about.
The Coordinator of Kura Staff again asked the Minister of the Interior to make a decision on his complaint against the police of Sabirabad. -0 -
