Press Review 06/29/2016

The leadership qualities of Ilham Aliyev, the lack of government capacity to carry out economic reforms, the Russian-Turkish relations, and the discontent of residents in Masazir are the leading topics of today's press.

The official newspaper Azerbaijan has published an article devoted to the leadership qualities of President Ilham Aliyev, who contributed to the normalization of relations between Turkey and Russia, as well as Turkey and Israel. This is seen by the newspaper, as a manifestation of professionalism of Ilham Aliyev.

Azadlig writes about corruption scandals in high places and the likelihood of real reform in the background of this. The author believes that the desire to reform anything at the top authorities is over.

Principles of the power lead to its collapse even without any revolutions, the author believes. The country's management system has completely collapsed, so that reforms already cannot fix anything. The main objective is to ensure that collapse of the system would not lead to the collapse of the country.

Novoye Vremya has published an article entitled Mind Defeats Ambition, which refers to the Russian-Turkish relations and their dynamics.

Now the step is to be made by Moscow, the newspaper says. The author talks about what forced arrogant Erdogan to take these steps, assuming that Turkey has faced with the European Union problem.

Echo writes that in Azerbaijan there will be e-mortgage, which will put an end to bureaucratic delays, since its main advantage is transparency and convenience. On January 1, 2017, Azerbaijan will move to a system of electronic mortgage. Citizens can submit electronic applications for a mortgage loan, and make appointments and mortgage payments in the e-form, if it is issued. The real estate expert Rashad Aliyev says electronic mortgage will maximally simplify the procedure of obtaining a loan.

The expert notes that now the maximum loan amount will be determined periodically by the Supervisory Board on the basis of analysis of the socio-economic situation of the country. "The maximum term of the loan will remain the same – 30 years for reduced mortgage and 25 years for normal mortgage. The minimum loan term is defined in 3 years. The initial payment requirements have also changed – from now on conventional loans the minimum initial payment will be 15%. The discounted credit contribution amount has remained the same - at the level of 15%.

Also indicated should be new requirements on income for the loan. Now, the monthly payment on the loan should not exceed 70% of the monthly income. A big negative in the new requirements is the borrower's age criterion. From now on, to get a mortgage loan the person has to complete the payment before he retires," Aliyev said.

Bizim Yol writes on the discontent of the residents of Aliaga Vahid Street in the Masazir village. They are unhappy with the construction company Ghasr. Vamig Shukurov is a lawyer for 74 families that oppose this construction company, which does not comply with town-planning regulations. He is preparing to file a lawsuit. The residents complain that the building is constructed close to several private homes. Large-capacity vehicles carry out orders of the construction company Ghasr and restrict the traffic. In the village there is no sewerage system and the builders connect the sewerage system of the building under construction to the makeshift sewage. This will make a very bad impact on the ecological situation of the village. However, no one pays any attention to these complaints. The lawyer argues that the construction is carried out on a large water pipe, passing through the village. -0--
