Salyan activist under the pressure of government

The head of the NGO "Promoting Democracy" operating in the   Saliayn region Emil Mammadov stated about the pressure on him by the leadership of the  region’s executive power.

They threaten Mamedov because of the criticism of the chief executive Tahir Kerimov. In this regard , Mamedov appeals through the media to the President of Azerbaijan Ilham Aliyev and Interior Minister Ramil Usubov asking to protect him from provocation and violence.

In his appeal to Turan, he argues that Kerimov used budget for personal purposes.

In particular, with the funds allocated for the construction of the Heydar Aliyev Center, Kerimov built in the neighborhood a three-story building.  The land  under the building  was privatized  to the name of  Kerimov’s driver.

In  this respect Mamedov appealed through media  to the president  Ilham Aliyev and Minister of Interior, Ramil Usubov,  and  the r, the funds allocated for the construction of the Heydar Aliyev Center , Kerimov built in the neighborhood of 3- story building. Privatized land under the building in the name of the driver Kerimov.

To the territory  of the new building was assigned  part of the street T.Halilbeyli, barring the way  of  pedestrians and vehicles. Electrical network of the building  is connected to the regional administration and the head of the  region uses free  electricity .

Moreover, Kerimov transplanted  to his yard three palm trees planted earlier in front of the district administration.

Building of the state flag area  for which 1.5 million manat  have been allotted, was accompanied by  embezzlement of public funds. In this case , the sellers  of construction materials were not paid for materials.

Office building of the local department of  National Security Ministry, under the pretext of building a new office  of the party "Yeni Azerbaijan", was privatized to the name  of Kerimov’s nephew , appointed   the head of the district department of  telecommunications. Most part of  1.5 million manat allocated three years ago for  the construction of the drainage system of flood protection  were misappropriated.

Construction has not been completed. Town streets  remain are dug up.

Four days a week Kerimov lives in Baku,  and to conceal it at the entrance to the capital  he changes number of his official vehicle 52 AA001  to 52 AA 128.

The head of the Head of the  region opened his own workshop producing  construction material, which is used in landscaping works, and  meat market is also located at his territory. 

Mamedov said that the pressure on him began after he told the newspaper "Zerkalo" (November 19 )  about misappropriation by  the regional administration  the funds  allocated for the construction of the drainage system. 

Thereafter Mamedov was twice summoned to the district police and warned to stop criticizing district leadership. From various sources  he receives signals about possible arrest , punishment of his relatives and intimate.

Activist calls on the country to protect it from the tyranny of the  regional  authorities , in case of provocations against him, his family and friends , the responsibility will fall on the leadership  of the region.

Attempts to connect on the phone  the leadership  of the  executive power of the region were futile. Turan is ready to give the floor to present leadership  of Salyan  region to express his position. –06D--
