Two Terror Suspects Killed, Another Arrested - State Security Service

Two suspects of participating in a terrorist group were killed during a special operation of the State Security Service (SSS) of Azerbaijan due to the armed resistance. Another member of the armed group was detained. This is stated in the SSS report, released on 27 October.

The investigation in this case started on the basis of information received by SSS on the establishment of an armed group loyal to terrorist armed groups participating in armed conflicts abroad and preparing acts of terrorism and armed attacks in Azerbaijan. The investigation confirmed the information.

It was found that the citizens of Azerbaijan Rustamov, Guliyev, Gyulmamedov and others conspired with the representatives of radical religious armed terrorist groups operating outside the country. On their basis and by means of the Internet orders, the said persons were preparing to create in Azerbaijan the armed wing of a terrorist organization called Caucasian Jamaat, elect its leader and attract other people to the organization.

In addition, after procuring weapons and explosives, they were preparing terrorist attacks and armed attacks on the territory of Azerbaijan.

Members of the group filmed a video message in which they swore allegiance to the leader of a terrorist group operating abroad.

They carried out activities aimed at the realization of their criminal intentions, the purchase of additional weapons and ammunition, and the collection of funds. Through blackmail and threats they extorted money from various persons, tracked people whom they were going to attack, and assigned roles in the group, which was to sow fear and panic among the population.

To detain Rustamov, Guliyev and Gulmammadov suspected of involvement in a criminal group complex operational activities were carried out in various areas of Azerbaijan on October 26-27. Guliyev resisted and tried to blow up an F-1 grenade in a public place, while Rustamov opened fire from a Stechkin pistol at employees performing their duties. The two terrorists were killed. Gulmammadov was detained as a suspect.

Upon the fact the SSS Main Investigation Department has filed a criminal case under articles 218.2 (organization of a criminal community), 28.181.2.1 (preparation for robbery), 28,214.2.1, 28,214.2.3 (preparation for terrorism) and 228.1 (illegal possession of firearms) of the Criminal Code of Azerbaijan .
