A strange rule by “Azeriqaz” to install counters on the wall of someone else's building

Baku/05.09.23/Turan: Mirvari Naibova, Chairman of the housing cooperative “Azneftexim-3,” fulfilling the decision of the residents, demands that the SOCAR state company “Azeriqaz” remove someone else's gas meter from the wall of their private house. In numerous letters to “Azeriqaz,” the Chairman of the Cabinet of Ministers, the Ministry of Emergency Situations and other authorities, she informs that residents of two-block house  located in the Binagadi district, Mir-Jalal 129A St., demand to remove from the wall a gas meter belonging to residents of a cooperative building, attached to supply gas to another house located at a distance of 10 meters from a private, cooperative building. After all, you can attach the meter to the wall of the house to which this device belongs. What does someone else's meter have to do with the “Azteftexim-3” cooperative building, why is the cladding of this house damaged when installing the meter, and who will answer if someone else's meter explodes due to a gas leak?,  Mirvari Naibova asked these questions on behalf of the residents to Turan agency.

The photo sent to the editorial office shows that a gas meter is attached to the wall of a residential apartment building, a pipe that flows into another building stretches from it through the air. The meter could be installed on the wall of a neighboring house, the gas supply of which the device calculates.

There is a neighboring private house of  the company  Ltd “Turan Az,” owned by Habil Veliyev. We called him and asked the reason for placing his meter on the wall of another building, although it was possible to  install the device on the wall of Veliyev's property. Instead of a clear answer to a simple question, we heard a stream of dirty curses and threats with the offer to "meet and talk." Veliyev said several times that he was a war veteran and asked if we knew to whom we were talking. We did not know who we were talking to and were aware that participation in the war does not give a veteran the right to pour insults and threats.

I had to ask Veliyev the reason for his lack of culture. He cooled down and explained his swearing by nervous fatigue caused by endless conflicts with the residents of the “Azneftexim-3” house. Veliyev reasonably objected, saying that the gas meter on the wall of the neighboring building was installed not by him, but by “Azeriqaz” employees.

The attempts to  contact “Azeriqaz” were unsuccessful, our search for responsible persons did not lead to success beyond the answering machines. But in the archive of M.Naibova there is a written response from the Deputy General Director for “Azeriqaz” for Capital Construction Ramil Iskenderov. In a letter dated June 25, 2023, he informs Naibova that they have inspected the placement of the gas meter and determined that its installation was conducted in accordance with the construction norm and the rules of operation of gas devices. There is no reason to reinstall the counter.

A strange answer, if we recall that the building of the housing cooperative “Azneftexim” is the private property of its residents, whose permission the meter installers did not ask. Do the rules and regulations of “Azeriqaz” require installing meters necessarily on the wall of another building, when you can place them directly on the house whose gas supply these devices normalize?

Turan news agency also asked about the identity of Habil Veliyev, since his questions "do we know who we are talking to?" we had to answer: we do not know.

On the Internet, there is information published by the press that the owner of the “Yeni media” group, Habil Veliyev, was sentenced in 2016 to four years' imprisonment under Article 182.3.2 of the Criminal Code (a threat demanding a large sum). In 2019, he was released early, having served two-thirds of the sentence imposed by the Court for Serious Crimes. H.Veliyev claims that his arrest and conviction took place on the instructions of the former head of the Presidential Administration, Ramiz Mehdiyev, who was dissatisfied with the revealing articles on Veliyev's websites.

Turan News Agency is waiting for a response from “Azeriqaz “on the essence of the problem posed. Otherwise, an information request will be sent to SOCAR in accordance with the law on access to information.-0--
