According to the changes to the "Rules regulating import and export operations in AR" valid since June 24, 1997, exporters must submit to customs authorities eight, and for import operations - 11 documents. On July 9 the head of state made changes to the document. And on July 22 the Cabinet of Ministers issued a decree N 263 for the "Rules of the declaration carried across the customs border of goods and vehicles," according to which the participants of the foreign operations present in paper and electronic form, the following documents:
- Customs declaration with transport documents;
- An agreement confirming the implementation of foreign trade;
- A document confirming the right to own, use and (or) disposal of goods being the object of foreign trade.
The decision was made pursuant to a decree of President Ilham Aliyev "On additional measures related to the development of entrepreneurship" on 3 March this year, which included measures on several fronts to improve business regulation and the formation of an effective business climate. It is noteworthy that neither the presidential decree of July 9, nor the Cabinet decision of July 22 were published in print and on their websites. --08D---
