SEA "not found" negatives in public procurement
Public Procurement Agency (SEA) published report conducted in 2012 competitive procurement. The report is traditionally almost no criticism of tender procedures, provides only bare statistics, although problems remain publicly funded procurement.
In 2012, 14,169 were held competitive procurement (including 12.7 thousand quoted polls) that 13.1% more than in 2011. The volume of transactions concluded on these purchases amounted to 4 428.1 million manat. This is 66.7% more than in 2011. If in 2011, the savings resulting from the competitive procurement process in public funds was 193.5 million manat, but last year the figure was 302.2 million manat. GAS in contrast to previous years, 2011-2012, did not disclose the volume of purchases and save money on certain public entities, which minimizes the effect of statistical data analysis.

Notably, some state institutions (CJSC "Azerbaijan Airlines", JSC "Azeryolservis", "Azneftkimyamashservis" etc.) do not even bother to hold competitive procurement.
