Turkish businessman complains about violation of his rights
Murvas Hasanli, the head of Khamsa-M LLC, refuses to pay the debt of the Turkish company Four Seasons "Emre Piliç", said at today's press conference the head of the company Omur Oral. According to him, Hasanli illegally appropriated 1.7 million dollars of the company "Emre Piliç", producing chicken.
"During the investigation in the Office for Combating Corruption under the Attorney General, Hasanli fully recognized the debt. After that, on November 12, 2016 the parties signed the agreement "On Recognition of Debt". By mutual consent, the amount of debt was reduced to $1.300.000. Despite this, Hasanli refuses to pay the debt," said Oral.
He noted that the company has been operating in Azerbaijan since 2008, and played an important role in the development of the broiler industry. "Our company organized the production of chickens and eggs. In 2013, bird flu and other diseases were detected in the blood samples of birds at the Siyazan Broiler factory. We re-organized the production. We brought the chickens from Turkey and France, and the enterprise began its operation again," he said.
According to Oral, "Siyazyan broiler" owes "Emre Piliç" for the supply of breeding eggs $3,8 million. A part of this money - $2, 1 million were transferred by the intermediary Murvat Hasanli. "The rest of $1.7 million he does not return," Oral.
Appeals of the businessman in various structures of results have not given. "They say that these people have high patrons. After appeals to the presidential aide Ali Gasanov, the media started writing negative articles about me, "the businessman said.
"The head of state talks about attracting foreign investors, but foreigners abstain from investing in Azerbaijan, and those who work are already completimg their activities. The company lead by me sells products to 14 countries," Oral said. The lawyer Aslan Ismayilov, who represents the interests of the Turkish company, said that he could be arrested.
"When this problem started, the deputy of the parliament, the financial director of the Cancer Center Kamaladdin Gafarov joined the negotiations. He said that he had paid the debt of "Siyazan broiler" to Murvat Hasanov, but Hasanov refuses to give money," Ismayilov said.
According to him, the anti-corruption department of the prosecutor's office first carefully investigated the complaint, and then suddenly stated that this is a civil case and recommended to go to court. Oral again appealed to the President of Azerbaijan with a request to solve the problem. -03C-

Azerbaijan’s economy, which is heavily dependent on oil revenues, faces a stark warning in the 2021 report by Carbon Tracker titled “Beyond the Oil States: The Urgent Need to Reduce Dependence on Oil in the Context of the Energy Transition.” The report ranks Azerbaijan among the most vulnerable oil-dependent countries, placing it in the "5th group" — a category reserved for nations expected to experience a decline in oil and gas revenues exceeding 40% over the next decade. This group includes Angola, Bahrain, Timor-Leste, Equatorial Guinea, Oman, and South Sudan, highlighting shared economic risks for these states.

In Azerbaijan, the government has increasingly relied on tax exemptions for imported goods as a tool to stabilize domestic market prices. The exemption from the 18% VAT on wheat imports, extended this year, exemplifies this approach. New measures have also been introduced, including tax relief on imports of electric vehicle chargers, while exemptions for high-cost medications are currently under discussion. Notably, defense imports continue to be free from taxes and customs duties.
