Hosting services will be registered
Baku/15.05.19/Turan: A warning letter was sent to Internet operators and providers not registered by the Ministry of Transport, Communications and High Technologies.
These emails are posted on social networks. They say that operators providing Internet telecommunications services (Internet royalties and hosting) must register with the Ministry of Communications through the "Electronic Government".
Administrative fines for those who failed to register, will be from 1,000 to 1,500 manat.
This warning of the Ministry is ambiguously perceived by the topic to whom it was addressed. Some say that the registration requirement should not apply to hosting services. At the same time, some experts argue that registration can open the way for external interference with the hosting content, and is an attempt to establish control.
Turan asked Ministry to comment on this warning for Internet operators and providers. According to the ministry"s coordinator Kamal Mammadov, the ministry simply fulfills the task set by the law.
"Resolution of the Cabinet of Ministers No. 427 dated October 12, 2017 approved the "Procedure for registering operators and providers of Internet telecommunications services". The Article 1.2 of this rule states that the Internet service provider for Internet telephony services is the provider of Internet service providers and hosts. In this regard, records are kept," said a ministry spokesman, noting that these measures are caused exclusively by security issues.
According to him, recently the issue of accountability is no less important than the issue of security. Mammadov also noted that the statements about the attempt to impose control over the content of the content are not serious.
It should be noted that the Ministry created the technical conditions for proper registration, including consideration, receipt and response through the electronic government portal.
Internet operators and service providers are given time to register before May 20. Host providers that are not registered before May 20 will be subject to administrative liability in accordance with Article 370-1 of the Code on Administrative Offenses. This provision provides for a fine of 1,000 for officials and 1,500 manat for legal entities. -0-
