MP Offers to Drastically Increase the Penalty for Unauthorized Rallies
Sources in the parliament said MP Raphael Dzhabrailov, submitted to the Milli Majlis, draft amendments to the law "On freedom of assembly" in the Criminal Code and the Code of Administrative Violations. Rafael Dzhabrailov is an independent MP elected from the Binagadi district of Baku
The document provides dramatic increases in penalties against participants and organizers of unsanctioned government protests. The proposed change fines a participant in an unauthorized action will be fined from 500 to 1,000 manat (previously 7 to 13 manat). For organizers the penalty increases from 1,500 to 3,000 manat. If organizers are officials, the fine can range from 3,000 to 6,000 manat. If an organizer is a legal person, the amount of the fine will increase from 15,000 to 30,000 manat.
The Chairman of the Fatherland Party, Fazail Agamali, said he was not familiar with the project, and will comment later. He went on to say. "However, such a large amount of fines is not advisable. This could be a reason for international organizations to pressure Azerbaijan."
