Armenia should refrain from unilateral recognition of Nagorno-Karabakh, wrote in Ilur.am ex-President Levon Ter-Petrosyan. "By its actions Armenia should not deviate from the logic of the negotiation process, but rather, to fully engage in the negotiation process of the Minsk Group and constructively to try to achieve their goal, as the agenda of the documents laid the necessary legal basis for achieving the independence of Karabakh," said Ter-Petrosyan.
In this context, he appreciated the fact that the Armenian authorities with the consent of the Karabakh leadership "reasonably avoid temptations to succumb not pragmatic initiative of some deputies."
According to the ex-president's unilateral recognition if it is not provided with the support of international organizations - UN, OSCE, or at least one or two superpowers, fraught with unpredictable and tragic consequences. "Therefore, Armenia is deprived of the assistance of international organizations, or at least one superpower, it should refrain from mad idea of a unilateral recognition of Nagorno-Karabakh," said Ter-Petrosyan.
He believes that the international community will sooner or later recognize the independence of Karabakh. The basis for this confidence is that the co-chairs of the OSCE Minsk Group and personally to the presidents of Russia, US and France recognize the right of Karabakh people to self-determination through a referendum.
According to Ter-Petrosyan, in order to achieve success in negotiations, in addition to the referendum idea fixed in the Madrid principles, the Armenian diplomacy is required to also use doctrine "remedial secession" ( «branch in the name of saving"), which is extremely important to justify the independence of Karabakh.
The essence of the doctrine is to ensure that if any country at the state level on racial, national, religious or other reasons systematically tramples on the rights within its territory ethno-territorial minorities, and threatens them with destruction or relocation, the international community, believing it impossible the coexistence of these peoples shall be obliged to forcibly separate the territory held by the minority of this state. -02D-
