A. Orujlu: Ignoring the PACE will lead to sanctions
The expert, head of the Centre for Research "East-West" Arastun Orujlu appreciates sharply adopted critical reports PACE about the situation in Azerbaijan.
In an interview with Turan, he noted that criticism was objective. "In fact, the PACE is late with such a resolution. This should have been done long ago, because Azerbaijan for many years pressed and destroy the media, NGOs and political parties.
Due to lobbying activities of the Azerbaijani authorities, international organizations, including PACE, turned a blind eye to it. However, the processes have reached such a point that it is impossible to do it," he said.
At the same time, experts doubt that Baku will implement the recommendations and requirements as reflected in the resolution.
However, there are positive signs. Prior to discussions in the PACE the charges of treason were lifted form Leyla and Arif Yunus, while maintaining economic charges. It seems that the authorities of Azerbaijan received serious warnings about possible sanctions.
The documet adopted by PACE could also initiate the process of sanctions if Baku ignores it, Orujlu believes. Can we rely on conducting free parliamentary elections in the country after the PACE resolution? Answering this question the expert noted that such a question is ridiculous.
There are four months to the parliamentary elections, civil society in the country has been destroyed, its leaders have been arrested, the media is completely under the control, the opposition is fragmented and passive.
"What electiions can be held under such circumstances? Even if you wish the authorities can change nothing," the expert believes.
Parliamentary elections should be held under international control, and serious monitoring is needed.
If the authorities want to hold elections in the former manner, accordingf to the old rules, the election results should not be recognized by the international community.
It is necessary to raise the question of major changes in the electoral legislation. Otherwise, we will have a parliamnet similar to the present one, Orujlu believes. -03В-
