A Journalist from Prison Spoke of Inhumane Treatment
Arrested in connection with the events of March 1 in Guba, the executive director of the regional television Khayal TV Vugar Gonagov sent to the media an appeal, in which he talks about the inhumane treatment of him. In particular, he said that on the day of detention on March 13, despite his having high temperature, he was not been treated either in the Guba district police or in the district prosecutor office.
This attitude took place also on March 14, when he was taken to Baku to the General Directorate for combating organized crime (GUBOP - local abbreviation) of MIA. At the same time, employees of GUBOP insulted and threatened him. The same thing took place on March 15, when Gonagov was questioned by dignitaries.
Gonagov writes that the chief of GUBOP Mirgafaru Seyidov applied torture in the next cell over other prisoners. "If you make a mistake, you're next!" Seyidov threatened him.
On March 18 Gonagov was delivered to the office of Seyidov and came under pressure to make a "confession."
"I was threatened with being better to admit it, or else I would be tucked a bottle and sent to prison, from which I will never come back. Under these threats and pressures, I was forced to confess," writes Gonagov.
From 14 to 18 March, he had no lawyer, and was forced to testify. With the lawyer Elchin Sadigov the journalist met only on March 28.
After that GUBOP bosses and other employees pressured Gonagov for his refusal of the services of Sadigov. When he refused to do as they wanted, he was tied to a bed and held there all day.
March 30 Gonagov in the office of GUBOP was forced to write a statement renouncing Sadigov.
Gonagov calls his stay in GUBOP "a period of ill-treatment."
Earlier on the inhuman treatment in GUBOP complained another journalist arrested on the Guba events - chief editor of Khayal TV Zaur Guliyev.
* Recall that these journalists are charged with distribution on the Internet of a video of the head of Guba Rauf Khabibov insulting the locals. The outraged citizens demanded resignation of Khabibov on March 1 and the rally grew into riots, which led to the burning of Khabibov's house.
The journalists are charged under two articles of the Criminal Code - 233 (organization of actions aimed at disturbing public order) and 309.2 (abuse of power). -05D06-

The Parliamentary Assembly of the Council of Europe (PACE) has not been invited to observe the parliamentary elections scheduled in Azerbaijan for September 1. The Central Election Commission (CEC) of Azerbaijan has informed Elhan Shainoglu, a political scientist and head of the Atlas Analytical Center, that his candidacy for the upcoming parliamentary elections has been rejected. Shainoglu disclosed the decision via social media platform X, stating that the CEC notified him by phone, just 30 minutes before the expiration of the seven-day response period.
