Circumcision of Balconies as New Form of "Beautification"
An army of workers of the City Hall, Yasamal executive power and their departments for several days have been actively working on the improvement of the streets Khalilov and Agayev in the Yasamal district of the capital. In the course of the work, the two streets will be connected to each other, uniting the road from the Narimanov monument to the Ministry of Taxes.
However, these works are, as always, are carried out haphazardly, spontaneously with direct violations of property rights of citizens.
Under the pretext of expanding streets, City Hall demolishes and captures the area of cooperative apartment buildings. At the same time, the authorities do not touch the property of oligarchs. The demolition is carried out totally in wild manner, without prior notice.
Mayor Abutalibov appears in the place, communicating with the citizens addressing him in a very rough and unethical form.
"I am here for the law and the government! I say it shall be demolished!" This is the answer of the Mayor to the residents of House No 1 on the street Agayev, who showed the Mayor permits of the executive branch to expand their balconies. Not content with this, the Mayor ordered to also cut the usual balconies not glazed or built up.
On the morning of August 21 the head of the Yasamal executive power personally directed the work of the circumcision of balconies of Khrushchev-type houses by a width of 80 cm. On what basis and why it was done, he could not explain to the residents of the house. "I will cut it and that's it!" he shouted to the desperate master of a studio, who was protesting against the illegal actions of the Mayor's office.
Another owner of an apartment in the same house could not get an answer to the question of who will pay compensation for the demolition of terraces included in the registration certificate. In fact, the total area of apartments loses more than 2 square meters there. The question of the young man, "Who will pay us?" remained unanswered, not to mention the fact that the break-up of balconies by using hammers and sledgehammers caused a huge number of cracks in the apartments and in the bearing walls of the building. "What are they thinking of? Because of all this, the stability of the building is undermined!" said another outraged resident of the house.
It seems that it is important for Abutalibov to "submit the site" before September 1, when the place will be visited by the head of state, and to report on that. The price of all this done is of little interest.
"By their actions, they only discredit the President and his policies. Did the head of state say go and humiliate people, offend and violate their rights? For all this they will respond sooner or later," one of the residents, who asked not to be named, told Turan. -02B-
