Mayor of Baku bilks homeowner

Resident of Baku, Gurban Aliyev,  four years ago was illegally evicted from his home at Prospect Neftchilar 95/97, has not yet received compensation, and lives where  he can.

Based on his complaint to the  Objective TV channel (Obyektiv.tv), all domestic courts, including the Supreme Court rendered a decision on paying money owed to him, but the Mayor  Office of the capital does not  hurry to  fulfill  the decision.

Aliyev was twice received by the  head of Chief Justice Office of Bailiffs, Khanlar Zeynalov. General, endowed with legal authority, in both cases, asked the head of the secretariat of the Mayor Office,  Zulfali Ismayilov, to  pay the money to the plaintiff. Ismayilov promised to think about  it ... 

In November 2009, without a court order, he was evicted from the house  near the  "Maiden Tower", where he had an apartment of 200 square meters. Aliyev , who  lived in a prestigious location, was warned that this place was chosen by a  "senior statesman" whose name has not been published yet. When the complainant asked for a half-million manat for an apartment in the house, included in the UNESCO list of monuments and protected by the state, he was denied. Platoon of police came, evicted the whole family, along with things and then workers  demolished the  building.

Mayor Office approved the actions in  courts, referred to the emergency condition of the house and the  opinion of the Ministry for Emergency Situations (MES.) The courts have accepted this argument and determined the compensation of 370,000 manat, but  the Mayor Office  also considers the sum is too high, and refuses to pay. Although Deputy Head of Sabail Executive Power,  Ghazanfar Novruzov said when the house was demolishing, that    the  residents  were offered compensation in the amount of $ 2,500 per 1 square meter, which means that in terms of national currency, Aliyev was to receive 390,000 manat. According to Aliyev, during the period of wandering, he became an invalid of the second group, having been ill with diabetes, and now  is in need of urgent cancer surgery.

Aliyev appealed to the President and to the heads of diplomatic missions accredited in Azerbaijan. He considers himself unnecessary  in this country, and asked him to pay at least half of the compensation, and then deny citizenship.

Interestingly, when looking for  the picture of the house in google, it is difficult to find.

Almost all the photos in the network have been "cleaned up", and  there is not such a house next to the Maiden's Tower. The exceptions were two pictures of hundreds. -17D—
